ADDENDUM TO CITY HALL REPORT FOR 1880.

CITY HALL,

Hongkong, 1st October, 1880.

As His Excellency Sir John Pope Hennessy, in a speech at a meeting of the Legislative Council held on the 10th September last, stated that the Committee of the City Hall had no legal status and that they had not put before the public all the facts in connection with the Government Annual Grant of $1,200, the Committee have submitted

a Case for the opinion of Mr. T. C. Hayllar, Q.C., in which they asked him to advise generally as to the position of themselves and of the Shareholders and particularly as to the person to whom the Government Grant should be paid.

The Committee think it only fair to themselves and to the public to place the Case so submitted and the Opinion thereon, before the Secretary of State for the Colonies, and for the information of the Shareholders and Subscribers to publish the same, together with their letter to the Secretary of State, as an Addendum to their Annual Report.

As will be seen from the following documents, the whole of the facts and papers in the possession of the Committee were submitted to Counsel at the time of asking his opinion.
